OOB English Mac computers already have both types of Russian keyboard layouts - regular and phonetic. Regular type has 2 variants - Mac-own and 'Windows PC' that is, almost the same as under MS Windows. Now, whenever you need to dig into an IPA file, whether it's to reverse engineer it or simply to look for the URL scheme name for Workflow or app icon customization, you'll need to use another Apple app on your Mac. IPA Keyboard is the only keyboard that includes a full symbol reference built in. Simply enable the Hint Bar in the app preferences. Tap on any key to reveal the phonetic description of the symbol. I think OS X 10.6 already has all the IPA stuff without the need to download additional fonts. Are you expecting to be able to type IPA symbols from the keyboard? You're correct in assuming this may not be exactly the right place to post this question, but I sympathise with the difficulty you experienced in finding a 'right place.'
There are some IPA fonts available on the web for download, but many, if not all of the IPA symbols (eg. dÊ’ and Å‹ ) can be found in the Unicode encoded fonts on your Mac.*
Most may not be available directly from the keyboard. To locate those that are, got to Syatem Preferences > International > Input menu and show the Keyboard Viewer. While you're there. check the box beside Character Palette to add it to the selection. And if you do not have US Extended selected as one of your keyboard choices, check the box beside this keyboard layout as well.* The Close the International pane to exit System Preferences.
If it's not already in the menu bar, these actions will add the Input menu toward the right end of your menu bar. It will appear as a small flag corresponding to your currently selected keyboard.
Keyboard viewer will show you the characters available directly from the keyboard, using the letter, symbol and number keys and using these keys and one or more of the modifier keys (shift, option, commant and ctrl).
Character Palette will show all of the characters available in the selected palette. You can drag and drop these characters from the palette into a word processor document.* ÅŠ is character #406, Å‹ is #407.

*AppleWorks users note: AppleWorks cannot recognize or use characters using Unicode encoding, and characters ooutside the standard Roman set cannot be dragged into an AppleWorks document. Attempting to enter text using a Unicode keyboard layout will cause AppleWorks to immediately crash. You can have a Unicode layout listed in your input menu, and can use it with other applications, but you must use a Roman encoded KB layout with AppleWorks.

The QuickType keyboard on the iPad has been updated in iOS 11 to introduce a super handy new Flick feature designed to let you enter numbers and symbols without the shift key. Amharic Keyboard Download For Mac
When you upgrade to iOS 11 and take a look at the keyboard on the iPad, you'll notice that all of the keys now display letters and number/symbols. A tap lets you enter the main letter on the keyboard, while a flick lets you enter the secondary symbol or number. Here's how to use it:- Bring up the iPad's keyboard, either in an app or using the search feature.
- Tap on a key if you want to enter the standard letter or symbol.
- To enter the 'flick' symbol, touch a key and then pull downwards.
- As you pull down, the symbol will replace the letter on the keyboard and it'll be entered into the text field.

- Select the 'Keyboard' option.
- Toggle off 'Enable Key Flicks.'
Compatibility
The new key flicking feature is available for almost all iPads that are able to run iOS 11, with the exception of the 12.9-inch iPad Pro. With the larger iPad Pro model, you won't be able to use key flicks. It is, however, available on all other iPad Pro models, the iPad Air and later, the iPad mini 2 and later, and the 5th generation iPad.
